A neutral third person, the mediator, facilitates discussions between the parties. The mediator helps participants develop or refine their communication skills, and teaches school children techniques for resolving disagreements. Mediators are trained conflict resolution volunteers.

Assists after school and youth programs in obtaining and implementing evidenced-based programs. COPE specifically is designed o help children, teens and young adults deal with anxiety, stress and depression by teaching them how to develop the skills needed to stop negative or unhelpful thoughts and start thinking, feeling and behaving in more positive ways.
