Provides one-on-one HUD approved counseling for seniors who wish to withdraw equity from their home for expenses. Counselors explain process and assist in determining available options.

Contracted by Chemung County to provide services for child, adolescent and adult residents with acute and persistent emotional and mental health problems through NYS OMH licensed outpatient mental health clinic services. Programs support emotional, social, and mental health promotion, psycho-education, and recovery. The clinic offers early intervention prior to onset of chronic or severe psychiatric problems; seeks to prevent hospitalization or re-hospitalization; and offers community education and consultation services for clients, their families, and the community. Services are prioritized for children and adolescents identified as Seriously Emotionally Disturbed (SED) and adults identified as Seriously Mentally Ill (SMI).

Provides assistance to individuals being discharged from correctional facilities or hospitals in obtaining needed medication while they await approval of their NY State Medicaid Application.

Provides a comprehensive Employee Assistance Program (EAP), Student Assistance Program (SAP), and individualized counseling and therapy for people of all ages and stages of life.

Funds various grants to support health and human services programs in Chemung and Steuben Counties. UWST does not provide direct financial assistance to individuals. Also leads numerous initiatives within the community to address identified needs.

Provides comprehensive educational program to prepare every student within the district to meet graduation requirement as set by the state. Includes extra curricular activities that give students a wide range of opportunity to be involved in student life.

Provides free basic self defense training.

Offers a 17 bed men's halfway house facility as well as a supportive living program to help individuals continue their recovery from drug abuse and alcoholism.

Provides free diapers, household items, furniture, dishes, pots and pans, utensils, linens and towels, bed frames and other items, personal hygiene items. Specific items available varies depending on what has been donated. Donations accepted at Community Action Angels Warehouse.

Oversees the federal government funding for Early Head Start, Head Start and Home Based Programs within the county. Responsible for the administration of Head Start programs and the allocation of funding, the coordination of enrollment and the referral of eligible families to Early Head Start Head Start sites and into the Home Based Program.

A neutral third person, the mediator, facilitates discussions between the parties. The mediator helps participants develop or refine their communication skills, and teaches school children techniques for resolving disagreements. Mediators are trained conflict resolution volunteers.

Provides information regarding property taxes. Helps individuals determine if they may be eligible for a tax exemption and processes applications.

Assists older individuals in accessing applications for applying for HEAP grants. HEAP grants are used to supplement annual energy costs. Funds can be used to pay for electricity, propane, natural gas, oil, kerosene, coal and any other heating fuel. Emergency HEAP grants may also be available to eligible households with a shut-off notice or for those running out of fuel such as propane, wood, oil, kerosene or coal.

Provides the legally required Bankruptcy Counseling and issuing of the certificate needed prior to filing for bankruptcy.

Provides information and support to families and concerned citizens to help promote safe driving as people age. Inquiries are confidential.
