Offers subsidized rental apartments to low-moderate income individuals with a disability or to the elderly.

Provides vocational rehabilitation services to eligible individuals to prepare them for employment (including helping them to further their education) consistent with their strengths, ability and interest. These jobs can be in the competitive workforce, self-owned businesses in the home, sheltered workshops or in supported employment in the community. Also works with students, families and school districts to coordinate appropriate services for students with disabilities who are leaving secondary education and entering adult vocational rehabilitation.

Pick up and impound or return if known, to their owner’s domestic dogs who have strayed from their homes. Also included enforce laws and complaints regarding dogs who have bitten someone or are otherwise making nuisances of themselves. Most animal control programs are unable to handle nuisance wildlife.

Provides assistance enrolling eligible children, families and individuals in low or no-cost state health insurance plans including Medicaid and Child Health Plus. Assists in enrollment with small business health insurance. Additional help is provided navigating the health insurance marketplace for people not eligible for state health insurance options.

Provides supportive case management services to adults and children that are severely and persistently mentally ill. The goal of the program is to assist mentally ill individuals in accessing services needed to enhance their quality of life while allowing them to be part of the community at the most productive level possible for that individual. This program utilizes a wrap-around model of service delivery designed specifically for children and adults to assist with linking individuals and families to formal and informal supports and services in the community. Case management can help in the area of living arrangements, physical health needs, mental health needs, economic needs, vocational/educational needs, social functioning, family functioning, self-care needs, self-direction, and substance abuse.

Provides information regarding property taxes. Helps individuals determine if they may be eligible for a tax exemption program and processes applications. Accepts property tax payments.

Provides negotiated budget agreements and direct payments to landlords, utility companies, and pharmacies along with trouble-shooting to help people avert eviction, utility shut-off, hunger or medicine shortage. Also provides guidance on household budgeting and energy conservation and information and referrals to other agencies that might best assist with a client’s needs, including assistance with applying for HEAP or other benefits as eligible.

Provides mostly non-perishable food items to individuals in the community who are in need. Food donations accepted.

Offers programming as a response to injuries and deaths caused by drunk drivers. Provides intervention services focusing on enforcement, adjudication, rehabilitation and education. The program is entirely funded through drunk driving fines received through local town, village, city and county courts.

Works with income-eligible households (homeowners, renters, and landlords) to improve the energy efficiency of the home (single family units, manufactured housing, and 1-4 building rental units). Considers weatherization efforts including insulation and air sealing; home heating sources, hot water tanks, carbon monoxide or smoke detectors, solar options and more, to ensure the health and safety of homes. Grants offered through New York State Energy Research and Development Authority (NYSERDA) for income-eligible households, referrals and assessment also available.

Provides intensive training and work opportunities to individuals with developmental disabilities. Both vocational employment and supported employment opportunities are available. Employment Specialists and Job Developers support and train individuals in resume writing, interviewing, and obtaining employment. Job Coaching is available to teach on-the-job skills, help individuals maintain their employment, and give support with work-related issues.

Offers space to the public for recreational use. Most parks provide picnic pavilions, trails and playgrounds and follow a carry-in, carry-out policy for trash. Pools available at two locations as well as an ice rink. City also sponsors many youth and adult sports leagues and camps, tot programs, Arts and Crafts programs, and community special events such as Kid's Day and the Great Pumpkin Hunt that are available at the various parks.

Offers three community residences, with one focusing on individuals with both a mental illness and a chemical addiction (dual diagnosis), with 24 hour supervision that are licensed by the New York State Mental Health.

Provides handicapped, disabled homebound citizens of any age home delivered meals Mon-Fri, with options for weekend meals. Meals are delivered between 10:30am and 12:30pm. Each meals is 1/3 RDA and is planned with a Registered Dietician. Special diets can be accommodated.
