An ombudsman program, to help people overcome barriers to mental health and substance use disorder care. With support from the Office of Mental Health and the Office of Alcoholism and Substance Abuse Services, CHAMP acts as a comprehensive resource for consumers, providers, and healthcare advocates. CHAMP provides education on individuals’ insurance rights and helps address some of the most common barriers to substance use disorder and mental health care, including insurance denials of mental health and substance use disorder treatment and improper prior authorizations.

Assists individuals with developmental disabilities and their families in securing eligibility for Office for People with Developmental Disabilities (OPWDD, formerly OMRDD) services. Also provides assistance in accessing the various services from the agency and provides referrals to other agencies within the community that may be able to offer assistance.

Provides building code information as well as ensures local building codes are enforced including taking and investigating reports of violations. Issues building permits.

Provides supervision of juveniles and adults who have been sentenced to probation including electronic monitoring and overseeing restitution payments. These jobs can be in the competitive workforce, self-owned businesses in the home, sheltered workshops or in supported employment in the community. Also works with students, families and school districts to coordinate appropriate services for students with disabilities who are leaving secondary education and entering adult vocational rehabilitation.
