Oversees and maintains all streets within the City of Elmira. Including, but not limited to, sanitation and garbage removal, snow removal, street cleanup and repair, and traffic signals.

Provides non-emergency transportation, or reimbursement for transportation to and from medical appointments.

Enforces all laws and ordinances within their jurisdiction in order to preserve individuals' rights, protect lives and property, and preserve peace in the community. Accepts confidential and investigates reports of criminal activities.

Provides temporary benefits and services to income eligible individuals and families with the aim of helping them become self-sufficient. Services include Temporary Assistance to Needy Families (TANF) or Family Assistance, Safety Net Assistance (for single individuals or childless couples), and food stamp benefits. Child care subsidies are available to low income families to enable them to afford child care and continue to work. May use a registered or informal provider or a relative.

Provides care management to individuals with a serious mental illness, HIV/AIDS, or two or more chronic health conditions and significant behavioral, medical, and/or social risk factors, and who are in need of assistance linking to services to stabilize and improve their overall health functioning. Program services include outreach and engagement, comprehensive care management with assessment and care planning, care coordination and health promotion, comprehensive transitional care, client and family support, referral to community and social support services, and use of health information technology to link to services.

Provides individual, marital/couple, and family counseling services. Master level therapists are trained to address many emotional issues including depression, anxiety, grief, trauma, relationship difficulties, parent-child difficulties, personal adjustment and stress related issues.

Provides low-income and subsidized housing to families.

Provides building code information as well as ensured local building codes are enforced including taking and investigating reports of violations. Issues building permits.

Provides information regarding property taxes. Helps individuals determine if they may be eligible for a tax exemption program and processes applications.

Provides three to five days of nutritious food, enough for three meals per day. Provides formula and baby food as available. Accepts food donations.

Oversees the delivery of temporary and transition assistance, disability assistance, and the collection of child support. Contact the local Department of Social Services for temporary and transition assistance, and the local Social Security Administration office for disability assistance. Provides an online prescreening tool for temporary assistance, food stamps, health insurance, tax credits and other programs that help individuals make ends meet. Tool can be used to apply for food stamps.

Aids individuals with intellectual and developmental disabilities in making choices and finding individualized services. Provides help in navigating through available services including assistance with eligibility determination, service coordination, and advocacy services. Also helps families with children who have developmental disabilities transition from children's services through adult services.

Provides assistance enrolling eligible individuals in Medicare, Medicaid, and long-term care applications for Aged, Blind and Disabled. Additional help is provided navigating the health insurance marketplace for people not eligible for state health insurance options.

Offers various recreational and socialization services, outreach programs as well as peer support and role model programs.

Assists Medicaid-eligible people with disabilities, including seniors, to leave nursing homes and move into the community or to obtain services to avoid nursing home placement. Also assists with the eligibilty process, to select a service coordination agency, and to access other benefit programs and services in the community.

Provides a helpline to answer questions dealing with lung cancer, asthma, allergies, emphysema, smoking cessation and environmental health. Center is staffed by Registered Nurses and Registered Respiratory Therapists with an expertise in all aspects of lung health.

Provides intensive family focused intervention for families with youth at risk of formal Person In Need of Supervision (PINS) action or placement outside of the home.

Offers a weekly play program for youth and their caregivers to engage in imaginative and creative play with a focus on literacy, sensory development, fine and gross motor development, problem solving skills, and social and emotional development.

Hears cases involving vandalism, disorderly conduct, public intoxication, traffic violations, and other defenses that happen within the village or town. Accepts payments for restitution or fines ordered through the court.
