Administrative role overseeing county operations and policy implementation. Acts as the official and sole liaison between the County department heads and Legislature. Enforces and implements local laws, legalizing acts, ordinances, and resolutions adopted by the Legislature, as well as special laws which affect the operation of County Government.

Contracted by Chemung County to provide services for child, adolescent and adult residents with acute and persistent emotional and mental health problems through NYS OMH licensed outpatient mental health clinic services. Programs support emotional, social, and mental health promotion, psycho-education, and recovery. The clinic offers early intervention prior to onset of chronic or severe psychiatric problems; seeks to prevent hospitalization or re-hospitalization; and offers community education and consultation services for clients, their families, and the community. Services are prioritized for children and adolescents identified as Seriously Emotionally Disturbed (SED) and adults identified as Seriously Mentally Ill (SMI).

Provides age appropriate sexual education programs, as well as abstinence programs.

Provides information regarding property taxes. Helps individuals determine if they may be eligible for a tax exemption program and processes applications. Accepts property tax payments.

Provides shelter service for stray, homeless, abused and abandoned animals of Chemung County; offers and promotes animal adoptions; hosts low-cost spay/neuter clinics for the public in partnership with local agencies. Also investigates complaints of cruelty, neglect, and abandonment. All complaints are kept confidential, and can be made anonymously. Dog behavior and training classes are available.

Provides listing of Chemung county public libraries and reading centers. Library services vary by location but can include summer reading programs, public computers with internet access, free wireless connections, children and adult book clubs, story times, outreach services, copying and faxing services, and public meeting rooms.

Oversees filing, recording and storing official documents and acts as agent for state and federal governments for passports, pistol permits, and sporting licenses. The County Clerk is the County Registrar and Clerk of the Supreme and County Courts.

Provides access to local public records. Fulfills Freedom of Information Law requests. Administers various state and local licenses and permits. Serves as the Registrar of Vital Statistics and provides various services related to birth and death certificates, and marriage licenses. Issues dog licenses and provides dog control services.

Provides four fall prevention programs: Growing Stronger a strength training exercise program, A Matter of Balance classes that help reduce the fear of falling and increase activity levels of older adults, Walk with Ease will help increase physical activity and reduce pain and improve overall health, Tai Chi is an exercise that improves health and wellness through movement control and weight transference. Also offers Home Safety Assessment to identify fall risks in the home.

Expands access to internet service by ensuring large internet service providers offer affordable options for high-speed internet to low-income customers, and by investing in continued broadband deployment throughout the state

Builds houses using volunteers, and donated materials and then sells them to partner families through no-profit, no-interest mortgages, for low income families.

Enables women who have undergone surgery or treatment for breast cancer to shop for intimate apparel, including bras, prosthesis and swim wear, in comfort and avail themselves of a large selection of fashionable and feminine products. An array of other products are also available that support breast health research and programs. Support is provided from Avon Foundation and Susan G Komen Foundation. Equipped with trained and certified fitters to restore a positive body image and self-esteem to women dealing with breast health issues.
