Provides local alternative for counties needing to place children at a higher level of care that a county-level foster home can provide. Therapeutic foster homes specialize in the care of children with psychologically, social, emotional and behavioral health care needs who can respond in close relationships within a family setting and whose special needs require more intense or therapeutic services. Also recruits and trains individuals and families to act as foster parents to children in need of out of home care.

Offers ride-sharing (carpooling) options for commuters and others wishing to share rides. Registered commuters are matched with other commuters who have similar travel patterns within their area that are interested in ride-sharing. Matches are based on proximity to home and work locations as well as work hours.

Funds can be used to pay for electricity, propane, natural gas, oil, kerosene, coal and any other heating fuel. Emergency HEAP grants may also be available to eligible households with a shut-off notice or for those running out of fuel such as propane, wood, oil, kerosene or coal.

A two-day intensive, interactive and practice-dominated course designed to help caregivers recognize, review risk and intervene to prevent suicide. Safetalk - Three hour workshop emphasizes the importance of recognizing the signs of suicide and communication skills to help the person at risk. Talk Saves Lives/Suicide Prevention and Awareness - An introduction to suicide prevention, a one hour presentation that covers the scope of suicide prevention and how to fight suicide. Youth Mental Health First Aid - An eight hour program which introduces participant of the risk factors and warning signs of mental health problems in adolescents.

Serves as the Registrar of Vital Statistics and provides various services related to birth and death certificates, and marriage licenses. Issues dog licenses and provides dog control services.
