Provides free, nutritious meals to children and teens at various locations through-out the summer.

Provides play-based learning opportunities to families. Includes creative play such as dress-up, play dough, painting, and building blocks; and a gym at HFRC for more physical play featuring climbing structures, basketball, and riding toys where children can develop school readiness skills.

Provides information regarding property taxes. Helps individuals determine if they may be eligible for a tax exemption program and processes applications. Accepts property tax payments.

Provides advocacy for residents and their families of long term care facilities, skilled nursing and adult care homes. Certified volunteer ombudsmen help residents and families to understand their rights for quality of care, also helps resolve complaints, and works toward improvements for all residence.

Enforces all laws and ordinances within their jurisdiction in order to preserve individuals' rights, protect lives and property, and preserve peace in the community. Accepts reports of consumer fraud and criminal acts.

Provides information about how to keep children safe from lead poisoning where they live, learn, and play. Services include: Education, screening services, and information about making homes safe. This program is sponsored jointly by the Chemung County Health Department and the City of Elmira to educate parents, homeowners, and landlords.

Accepts residential, commercial, industrial and construction and demolition waste. Also accepts many recyclable materials, most at no charge. Does not provide hauling services nor process some types of materials. The landfill accepts residential, commercial, industrial and construction and demolition waste. Also available is an electronics recycling program.

Hears cases involving vandalism, disorderly conduct, public intoxication, traffic violations, and other defenses that happen within the village or town. Accepts payments for restitution or fines ordered through the court.

Aids in facilitating HEAP grant applications. HEAP grants are used to supplement annual energy costs. Funds can be used to pay for electricity, propane, natural gas, oil, kerosene, coal and any other heating fuel. Emergency HEAP grants may also be available to eligible households with a shut-off notice or for those running out of fuel such as propane, wood, oil, kerosene or coal.

Provides help in obtaining wigs and other medical supplies needed due to a diagnosis of cancer.

Provides food items to individuals in the community who are in need. Emergency food services are available. Accepts food and personal grooming supplies as donations.

Provides emotional support, information and resources to help participants come to terms with their addiction to nicotine. Also includes internet and telephone based support groups.

Offers breast, cervical, colorectal, prostate cancer early detection and education. Pays for the following services, that are completed at the doctor's office, for individuals that qualify: PAPS, clinical breast exams, mammograms, colorectal cancer. Free take home Fecal Immunohystochemical Test (FIT) colorectal cancer kits available.

Offers limited scholarships to youth in the area, enabling them to attend a week-long camp at Camp Long Point on Seneca Lake.

Dispatches police, fire and medical personnel in emergency situations, to aid those that reside in the community.

Serves eviction notices, judgments for payroll deductions, and any other orders as established by the courts. Also attempts in recovering of monies and/or properties as a result of court orders. Accepts payments of bail and other fines for release from jail prior to trial.

Provides information and referral for family caregivers to find answers to general questions or information on specific disability and health care needs. Also provides referrals for direct services such as paying for health care, equipment or transportation.

Provides walk-in, non-emergency health services in order to treat patients' acute care needs.

Employment Support Services include person-centered vocational supports in a variety of settings, developing skills and good work habits as a way of increasing independence and assisting individuals to become productive and contributing members of the community. Personal growth and a sense of self-worth are achieved and enhanced. Adults with developmental disabilities may be able to earn income while working to achieve their maximum potential. A wide range of services and supports are offered including exploration of career interests, job readiness programs, and in some cases, a more directly supported work environment.

Provides building code information as well as ensures local building codes are enforced including taking and investigating reports of violations. Issues building permits.

Offers a center-based and home-based pre-school for children with and without disabilities which emphasizes social, emotional, and academic growth in a supportive, safe environment. Also provides early intervention services for children with developmental disabilities and their families including evaluation and services in all areas of development including special education, psychological services, speech, language, occupational and physical therapy, nursing services, and family support and advocacy services. Early Head Start and Head Start is provided in collaboration with Pro Action of Steuben and Yates.

Provides non-medical in-home services including help with bathing, eating, shopping, cooking, cleaning, and laundry based on need. The service also includes a care manager whose responsibility is to determine the individual's needs.

Pick up and impound or return to their owners if known, domestic dogs who have strayed from their homes. Also includes, enforce laws and complaints regarding dogs who have bitten someone or are otherwise making nuisances of themselves. Most animal control programs are unable to handle nuisance wildlife
