CyberTipline is a centralized reporting system for the online exploitation of children. The public and electronic service providers can make reports of suspected online enticement of children for sexual acts, extra-familial child sexual molestation, child pornography, child sex tourism, child sex trafficking, unsolicited obscene materials sent to a child, misleading domain names, and misleading words or digital images on the internet.

The Public Service Commission staff helps resolve complaints with utilities.

Provides legal assistance to persons and families threatened with homelessness due to eviction, foreclosure, utility shutoff, code violations, or other causes including mobile home park issues and land contract problems. Assists the household in trying to resolve the housing crisis and provides legal case management services to help the household maintain economic stability. Works to prevent evictions and, with community partners, provides rapid re-housing to our clients.

Facilitates support groups for those suffering from the loss of a loved one. Various groups are available, and change periodically, call for information and to register. Also provides additional referrals to other support groups and bereavement services throughout the community. Provides one-on-one or group grief counseling to anyone who has lost a loved one.

Provides an on-line class to assist families in determining the most viable means of financing a new home and provides basic home buying information.

Provides a toll-free hotline to report potholes on the state's highway systems, including the New York State Thruway.

Works with income eligible households to improve the energy efficiency of the home. Furnace replacement, referrals and energy evaluations ensure the health and safety of homes. There is currently a waiting list for this program.

Pick up and impound or return to their owners domestic dogs who have strayed from their homes. Also included enforce laws and complaints regarding dogs who have bitten someone or are otherwise making nuisances of themselves. Most animal control programs are unable to handle nuisance wildlife.

Provides assistance with loan applications and borrowers to individuals seeking to start or expand a small business. Also provides ongoing and technical support.

Provides consequences to youth currently in the Juvenile Justice System ensuring that the participants learn that there are consequences when poor choices are made. A collaborative program between the Chemung County Youth Bureau, Chemung County Probation Department, Chemung County Family Court and Children's Integrated Services, a division of the Chemung County Department of Social Services.

Provides summer youth programs to area youth. Breakfast and lunch is provided along with various enrichment programs including swimming, games and field trips. Various camps are also available throughout the summer.

Provides one-on-one HUD approved counseling for seniors who wish to withdraw equity from their home for expenses. Counselors explain process and assist in determining available options.

Provides information and support to individuals with mental illness and their families.

Offers space to the public for recreational use. Most parks provide picnic pavilions, trails and playgrounds and follow a carry-in, carry-out policy for trash. Pools available at two locations as well as an ice rink. City also sponsors many youth and adult sports leagues and camps, tot programs, Arts and Crafts programs, and community special events such as Kid's Day and the Great Pumpkin Hunt that are available at the various parks.

Provides medical care and emotional support for patients and their families coping with a terminal illness. Services include physician oversight, skilled nursing, social work, spiritual care, home health aides, and trained volunteers. Bereavement care and counseling is available after the death of a loved one.

Promotes healthy sexuality and reproductive choices by providing most pregnancy related services including abortion referrals, education and counseling, free pregnancy testing, family planning counseling and emergency contraception.

Provides building code information as well as ensured local building codes are enforced including taking and investigating reports of violations. Issues building permits.

Provides comprehensive educational program to prepare every student within the district to meet graduation requirement as set by the state. Includes extra curricular activities that give students a wide range of opportunities to be involved in student life.

Provides flexibly scheduled door-to-door (curb-to-curb) bus transportation services within the City of Hornell to help residents get to work as well as appointments and other destinations within the city when the fixed routes are not an option.

Offers monthly bus passes and bus tokens for purchase. Monthly passes can be used an unlimited number of times to ride public transportation during the month that it was purchased. Each bus token is valid for one boarding.
