Provides assistance enrolling eligible individuals in Medicare, Medicaid, and long-term care applications for Aged, Blind and Disabled. Additional help is provided navigating the health insurance marketplace for people not eligible for state health insurance options.

Provides access to local public records. Fulfills Freedom of Information Law requests. Administers various state and local licenses and permits. Serves as the Registrar of Vital Statistics and provides various services related to birth and death certificates, and marriage licenses. Issues dog licenses and provides dog control services.

Advocates for residents of nursing homes, assisted living facilities and adult care homes. Ombudsmen visit long-term care facilities, build relationships with residents, and give them a voice. Ombudsmen help people understand their rights; address issues that could impact health, safety and quality of life; and investigate complaints.

Works with income-eligible households (homeowners, renters, and landlords) to improve the energy efficiency of the home (single family units, manufactured housing, and 1-4 building rental units). Considers weatherization efforts including insulation and air sealing; home heating sources, hot water tanks, carbon monoxide or smoke detectors, solar options and more, to ensure the health and safety of homes. Grants offered through New York State Energy Research and Development Authority (NYSERDA) for income-eligible households, referrals and assessment also available.

Hears cases involving vandalism, disorderly conduct, public intoxication, traffic violations, and other defenses that happen within the village or town. Accepts payments for restitution or fines ordered through the court.

Offers a museum with hands-on and live animal displays and over 9 miles of hiking trails. Scheduled events are held monthly, and annually throughout the year for all ages. The building is also available for birthday parties, weddings, and other group meetings.

Offers subsidized rental apartments to low-moderate income individuals with a disability or to the elderly.

Housing Supports are designed to help people live as independently as possible in a community setting through person-centered supports and services. Residences range in size and with varying levels of support for people with intellectual and developmental disabilities of all ages. Homes and apartments are located throughout Chemung and Schuyler counties. All residential options are designed to be family-like in all-male, all-female, or co-ed settings. Direct Support Professionals are on-site 24-hours-a-day to assist with cooking, housekeeping, and daily life skills. The supportive apartment program supplements the needs of people who are living on their own, but who may need periodic financial and staff supports to retain their independent living. Also offers a respite program to families who are responsible for the daily care of a loved one with a developmental disability and need relief.

Provides a free publication (available in various languages) featuring smart ways to make a home comfortable, safe and a great fit for older adults. 

Provides information regarding property taxes. Helps individuals determine if they may be eligible for a tax exemption program and processes applications.

Provides building code information as well as ensures local building codes are enforced including taking and investigating reports of violations. Issues building permits.

Provides HEAP grants that are used to supplement annual energy costs. Funds can only be sent to primary heating supplier and can be used to pay for electricity, propane, natural gas, wood, oil, kerosene, coal and any other heating fuel. Emergency HEAP grants may also be available to eligible households with a shut-off notice or for those running out of fuel such as propane, wood, oil, kerosene or coal. Also provides assistance with replacement or repair of primary heating source.

Offers intermediate care facilities, community residences, supportive apartments, individualized residential alternatives, and family care services for individuals with developmental disabilities.

Refers cases to private attorneys who have agreed to represent eligible clients without charging a fee, or at a lower cost.

Administers grants so eligible individuals can receive free air conditioners.

Offers information and referral, education, care consultation and support groups to caregivers of individuals with Alzheimer's disease.

Oversees cases brought before a judge by the district attorney. The County Court hears cases involving crimes or violations of law committed within the county including cases involving drug treatment. Family Court hears cases involving children and families, juvenile delinquency, child protection, adoptions, support, paternity, foster care placement. The Surrogate Court hears cases involved with inheritance, such as probate of wills and administration of estates. The Supreme Court hears cases involved with negligence, divorces, and contract and breach of warranty

Provides a range of coordinated health and social services for individuals needing long term care due to chronic illness and/or disability.

Offers parenting education to new expectant parents. Classes include education about pregnancy and parenting and life skills to help new parents through the pregnancy and to introduce them to parenthood. Participants earn points for each class or skill completed that can be used to purchase new or gently used items for the new baby.

Provides information to individuals on helping to live a nicotine free life, organizes the annual conference, and prepares, publishes and distributes materials.
