Houses inmates in secure facilities with specific rules governing visitation, mail and other security measures. Provides inmates a variety of programs such as a GED Program, parenting and religious classes, substance abuse and mental health counseling and a law library.

Provides home delivered meals to senior residents who are unable to attend one of the congregate meal sites and are unable to prepare meals on their own. Meals are delivered by Meals on Wheels of Chemung County or from one of the congregate meal sites.
